Safe Work Control

Typically most organisations use paper based or basic digitised permit to work systems (PTW) to control work that occurs when People Interact with the Plant. Work is managed on a job by job basis independent of other jobs on the plant. The system is used as the form of control to authorise work on their plant safely, integrating it with ongoing plant operations. Traditionally, the permits are paper forms where tasks are described, hazards and controls specified and relevant authorities have to sign before work can commence. Some form of risk assessment, where hazards are identified and controls specified will accompany these forms, such as a Task Risk Assessment (TRA) or Job Safety Analysis (JSA) and where necessary a separate Isolation scheme (LOTO – lock out tag out) will be referenced.

Thousands of People Interact with the Plant on a Daily Basis

To appreciate the scale of the Interaction of People with the Plant, there can be thousands to tens of thousands of work permits, isolations, overrides carried out each month. The volume of work involves from hundreds to thousands of core staff, primary contractors and additional contractors intervening in the plant on a daily basis to do repair and maintenance work.  To think that such prevalent processes in the riskiest part of operations are still managed with paper forms in triplicate is somewhat surprising given the potential consequences and the impact on operational risk and performance.

The Biggest Operational Risk

Sentinel PRO® is an Integrated Safe System of Work (ISSOW) solution that manages frontline work execution, linking permit to work with the risk assessment and isolation management processes to create a fully integrated Control of Work System. It provides an effective solution to the challenges in the unstructured and dynamic nature of managing operations, maintenance and associated activity in the hazardous process industries.

Engineering and Construction

Engineering Procurement and Construction contractors are responsible for designing, procuring materials and constructing new plants.  Involvement in projects can include everything from project definition and Front End Engineering Design through to pre-commissioning and start-up.  In addition to being responsible for creating the Plant’s operating procedures, EPC’s are required to test the plant systems and they will be responsible for or supervise the pre-commissioning and commissioning of the plant.  

In order to carry out testing of systems, pre-commissioning and the commissioning of the plant, EPC’s will be required to interfere with their safe operating procedures.  It is the Interaction of People on the Plant that carries operational risk.
