Risk Management Throughout the Planning to Execution Cycle
For those responsible for rail infrastructure management, asset management techniques have made significant advances from simple time based maintenance to condition and risk based maintenance. However, it’s fair to say that maintenance can never be finished. There will always be an element of backlog so emphasis needs to shift to a risk based prioritisation of the outstanding work.
Risk based prioritisation is only one half of the equation. Knowing that equipment needs replaced or repaired and actually being able to complete that piece of work is not the same thing. With scarce resources, limited access to the infrastructure and an increasing demand for infrastructure availability, only so much work can be achieved. It is vital to have confidence that when gangs get access to the track, they will be able to complete the work they set out to achieve.
