Petrotechnics Secures £1M Sakhalin Contract

Petrotechnics has recently secured a £1 million contract with Sakhalin Energy Investment Company Ltd. (SEIC) for the delivery of its Integrated Safe System of Work (ISSOW) solution, Sentinel PRO on its existing assets and the Sakhalin II integrated oil & gas development in the Russian Far East.

The design and implementation of the system which started during May is the first deployment of Sentinel PRO on and offshore Sakhalin Island and the first implementation on a liquefied natural gas (LNG) facility worldwide.

Petrotechnics will provide consultancy services for the design, build and implementation of Sentinel PRO in addition to managing and delivering the associated training and coaching programme.

SEIC, in which Shell has a 55% shareholding, is developing the project. The decision to deploy Sentinel PRO on the Sakhalin II development is a step towards Shell adopting a standardised approach to frontline work execution outside the UKCS, where Petrotechnics‘ ISSOW solution was successfully implemented on Shell E & P Europe‘s (Shell EPE) 24 operated assets in 2004.

Through the implementation of Sentinel PRO, Shell EPE has driven a consistent approach across all shifts and UKCS operated assets for the management of routine and hazardous work, has greatly reduced rework and preplanning effort and has already realised annual savings in excess of £5 million.

Operations Readiness Manager, SEIC, Frank Broomhead said: ‘The rapid expansion of our operations on Sakhalin Island highlighted the need to standardise frontline work control across all our sites. The successful implementation of Sentinel PRO for Shell EPE influenced our decision to adopt the same solution in Russia.‘

Commenting on the award Iain Mackay, Operations Director, Petrotechnics added: ‘This contract is an important step in Petrotechnics‘ continuing growth. It‘s rewarding to see that the consistency and standardisation in work execution that we have already delivered to the frontline for Shell in the North Sea is being recognised in other parts of the organisation.

‘This is an example of how Petrotechnics is developing its existing relationships with clients to create opportunities in other parts of the world, and we are confident we can achieve the same with operators such as BP and ExxonMobil, who are already using our solutions.‘

The Sakhalin II development represents the largest foreign direct investment project in Russia. Phase 1 focused on oil development and has been producing from the Vityaz Complex since 1999. Phase 2 is thought to be the biggest single integrated oil and gas project ever to be undertaken and will include the construction of Russia‘s first liquefied natural gas (LNG) plant.
